Luke is the Managing Director of Imagile Professional Services and a member of the Imagile Group Executive Committee. Since IPSL was established, Luke has been a key part of the development of the business, focussing on client relationships, service and product design.
Having previously been Head of Lifecycle Planning and with over 14 years working in the industry, Luke is an experienced and innovative asset manager, who has had a progressive career.
Luke was at the forefront of the development of the Lifecycle Planning team, which has now grown to become one of the largest dedicated whole-life costing teams in the country. Carl is the Deputy Managing Director of Imagile Professional Services, managing large procurement and delivery projects to provide value for money to clients and investors. CASE STUDY: Kirklees Schools Services Limited
Introduction to the Client
Kirklees Schools Services Limited (KSSL), is a Special Purpose Vehicle (SPV) providing Lifecycle and Facility Management Services for 19 schools, across the borough of Kirklees. The portfolio includes Infant, Primary and Secondary schools and one Special Education Needs (SEN) school, accommodating more than 12,500 pupils, with a gross internal floor area covering over 130,000 square meters.
Services Provided
Over the past two years, IPSL has successfully delivered the Principal Designer duties for KSSL during the Summer Lifecycle Works, including delivering the Client's duties. This includes raising the F10, producing Pre-Construction Information packs and reviewing Construction Phase Plans. In addition, IPSL has carried out periodic site safety inspections across many of the live project works, particularly where high risk activities were taking place; reviewing site documentation, site set-up and scaffolding design and operations, ensuring Principal Contractor and Sub-contractor adherence to written Risk Assessments and Method Statements (RAMS) and ensuring proper design process for scaffolding is followed.
The Lifecycle Works comprised of asset refreshment across the portfolio over the summer months.
Lifecycle work for 2017 and 2018 had a combined estimated construction value of £2.6million, which primarily focused on roof maintenance/replacement including guttering, installation of new heating systems and general decoration of all schools.
In many cases, these works involved managing and working with asbestos containing materials (ACM) i.e. notifiable non-licenced work (NNLW) to help protect workers and building users from any asbestos exposure when carrying out their work.
As the works were programmed over the summer months, the window of opportunity is minimal and works had to be completed to a tight schedule.
The Challenges
IPSL's focus was primarily on the protection of children and staff who continued to occupy the sites during the summer months undertaking external curriculum activities. KSSL has a history of young "Urban Runners" trying to access roofs over the summer period and this has become an increasing problem in the local area.
An additional challenge IPSL faced was the presence of asbestos and the risk of exposure if disturbed. This is a particular issue when considering new proposed pipework runs for heating system replacement.
The Outcome
Following IPSL's advice, in order to mitigate any associated risk from falls from height and the likelihood of Urban Runners accessing roof spaces, all scaffolding was designed and subjected to additional control measures with the installation of closed boarding and motion alarm systems. Access ladders were removed at the end of each working shift, scaffolding was segregated and fenced off with suitable signage warning of the dangers of a construction site, and formal documented inspections were carried out by the Principal Contractor at the end of each shift to ensure this took place.
Where ACMs were recorded, presumed or strongly presumed, IPSL recommended isolated Refurbishment and Demolition Surveys were carried out and in good time before the project commenced to prevent any unnecessary delays. The new proposed heating system was designed to minimise the need to access areas where asbestos was present, by surface mounting pipework or running along areas where asbestos was not present.
UTILITIES
IPSL's highly qualified and talented teams have provided expert advice to clients in the utilities sector for several years. IPSL's experience advising in this arena includes working on complex waste water and energy projects. Using its knowledge and expertise, IPSL helps clients make informed asset management decisions in highly asset-intensive process engineering projects.
CASE STUDY: Glen Water Limited (Project Omega)
Introduction to the Client
One of Northern Ireland's largest PPPs, known as Project Omega, reached financial close in 2007. It is operated by the SPV Glen Water Limited and is a complex GBP 160.6m DBFO project to upgrade and operate wastewater treatment facilities that are responsible for around 20% of the country's waste-water capacity and 100% of its sludge disposal.
Services
The Whole-life Costing team at IPSL supported Glen Water Limited and its Operation and Maintenance ("O&M") contractor in the introduction of its Asset Management Plan and Mid-Life Capex planning decision making tools for Project Omega.
Project Omega includes the upgrading and operation of several existing wastewater treatment facilities at Ballyrickard, Ballynacor, Bullays Hill, Seagoe Armagh and Richill. It also included construction of a new wastewater treatment facility for North Down Ards and the provision of an incineration-based sludge disposal solution for Northern Ireland.
Project Omega is a complex utility process engineering project with critical asset management dependencies requiring comprehensive and professional asset management processes.
The Challenges
Post-construction and early operational challenges had dominated the Project and a combination of legacy assets and complex new-build facilities meant Glen Water and the project stakeholders needed to achieve a comprehensive understanding of the asset-base to allow the development of detailed systems for planning and managing its capital asset replacements ("Mid-Life Capex / MLC").
A common challenge experienced on complex retained / inherited infrastructure is rapidly achieving a sufficient understanding of assets and their criticality to the performance of the infrastructure itself and using this understanding to plan asset management strategy. IPSL's team facilitated extensive dialogue between stakeholders to support the agreement of asset management principles including risk-appraisal, condition appraisal, contractual interpretation, and asset information.

IPSL's team also supported Glen Water in the review of the Operation and Maintenance Contractor's Asset Management Plan ("AMP"), written around the work facilitated by IPSL.
The Outcome
IPSL's involvement in the Project resulted in the production of a bespoke asset management modelling system which has now been adopted by the O&M Contractor as a central part of the ongoing MLC management and Asset Management Plan for the project.
The introduction of the modelling and facilitated improvements in asset management practice ultimately led to Northern Ireland Water granting Level A approval of the AMP in 2018 following several years' collaborative work by all stakeholders and IPSL's team.
Glen Water is now able to predict its MLC expenditure more accurately and can do so with the increased confidence that MLC decision making is based around strong asset management practice.
The flexible tools and best-practice processes now in place allow Glen Water and its O&M contractor to diligently conduct its capital asset management going forward - ultimately increasing the reliability and compliance of this essential public utility infrastructure.

CASE STUDY: Installation of Vacuum Insulated Evaporator (VIE) at Darent Valley Hospital Dartford
Description of the Works
Imagile Professional Services (IPSL) was instructed by Darent Valley Hospital Dartford and Gravesham NHS Trust to install a secondary Vacuum Insulated Evaporator (VIE) as part of the hospital's rapid COVID-19 response.
A Vacuum Insulated Evaporator stores liquid oxygen, which provides hospital wards with a constant supply of oxygen for patients. Darent Valley was the first hospital in the South East of England to complete critical works on a VIE installation in response to an increase in demand for oxygen supply and to provide resilience due to COVID-19.
The project involved a significant amount of enabling works to build a suitable structural platform, trenches and services that could accommodate the VIE tanks and associated plant. Pipework was then installed proving a connection from the VIE directly through to the main hospital connecting to the existing gas infrastructure transporting oxygen safely through to patients.
Services Provided
In early April, the Trust recognised that there would be an increased need for respiratory support, such as assisted ventilation, as the coronavirus infection continued to spread. The hospital wanted to install a second VIE system to increase oxygen capacity and to prevent disruption if issues occurred with the existing one.
IPSL's Safety, Health and Environment (SHE) team were appointed as Principal Designer to manage the pre-construction phase of this project. The SHE team mobilised quickly to review the proposed design, maintenance requirements and construction risks. The team were vital in coordinating and collaborating with the project team and the wider NHS trust, ensuring that the hospital could continue to undertake its core functions and not be overwhelmed by the additional pressures presented by COVID-19.
IPSL also provided Project Management services, which included Quantity Surveying, Health and Safety and Administration. IPSL worked closely in partnership with the Trust, while appointing approved suppliers to successfully deliver the VIE installation.
Key Challenges
Due to the rapid spread of the virus, there was an urgent need for increased oxygen capacity, meaning works had to be completed to an extremely tight schedule. To ensure works could be completed on time and to the highest standard, contractors needed to be appointed quickly and start almost immediately.
Working on a live project site presents a unique set of challenges and IPSL's focus was on ensuring works caused minimum disruption to the day-to-day running of the hospital. This involved strategic management of communications between various stakeholders.
Due to the COVID-19 pandemic, a new set of safety risks were presented and this meant adapting the way IPSL think about risk and duty of care. Before works could begin, IPSL's SHE team had to ensure adequate procedures were in place to make sure that the works would be COVID-19 secure. This included, reducing the number of workers on site to adhere with social distancing, reducing the number of touchpoints on site and ensuring all contractors were inducted in line with CLC guidance.
Solutions Provided
IPSL has developed a trusted network of approved partners to provide clients with immediate support and deliver works collaboratively, safely and efficiently, while also keeping facilities fully operational. Collaborative working was integral to ensuring that this project was completed on time, on budget and fully compliant.
IPSL was able to begin work shortly after being advised and the VIE was successfully installed, commissioned and fully operational just over one month later.
CASE STUDY: Fire Remediation - Hospital Project (South West)
Description of the Works
Working on behalf of an established hospital in South West England, IPSL undertook a project which comprised of the evaluation of the existing fire protection design and installations within the hospital buildings.
Services Provided
IPSL was appointed to develop a delivery strategy to investigate and remedy any fire compartmentation breaches or design deficiencies within the buildings. The delivery strategy included the appointment of specialist fire engineers, approved contractors and independent third party accredited organisations to evaluate design, remedy breaches and inspect/sign off completed works.
Key Challenges
Key challenges overcome in this project included managing communications between multiple stakeholders to co-ordinate the various survey and installation works, whilst not impacting the day-to-day running of the hospital.
IPSL also worked to provide labour resources at short notice to progress works immediately and to complete the project within the shortest programme duration.
Solutions Provided
IPSL has carried out multiple fire remediation projects for various clients across the UK, which allows the team to utilise tried and tested strategic processes, documents and consultant/contractor appointment documents.
IPSL has developed a robust supply chain over a number of years to provide clients with immediate support to evaluate and close out fire stopping items. The delivery teams have a proven track record of identifying, scoping, remediating and certifying works and keeping facilities fully operational whilst works progress.
CASE STUDY: Pipework Corrosion Remediation - Hospital (South East)
Description of the Works
The project comprised of a survey/design review of the existing sites distribution pipework followed by material analysis, remedial works scoping, programming, delivery and independent third party testing and sign off.
Services Provided
The IPSL team were initially appointed as Project Managers to engage M&E Engineers and Material Analysis Specialists to evaluate the DHWS, DCWS and LTHW distribution pipework condition and determine cause of failure.
Following the outcome of the investigation phase, IPSL was subsequently appointed to project manage the scoping, installation and certification of a complete copper pipework replacement scheme within a live hospital.

Programming works on a phased basis to allow for sectional drain downs, temporary supplies, installation works, chlorination and commission stages.

Solutions Provided
IPSL has carried out various pipework (copper, steel and plastic) analysis/remediation projects across the health and education sectors. IPSL was able to use tried and tested strategic processes, documents and consultant/contractor appointment documents to deliver this project.
IPSL is used to operating in the PFI environment and understands the roles and responsibilities of the various stakeholder groups. This understanding was paramount on this project to determine liability and manage the cost impact to the SPV.

CASE STUDY: University of Edinburgh, Holyrood Student Accommodation Acquisition
Introduction to the Client
IPSL was appointed by Semperian Capital Management Limited ("SCM") to provide technical advice relating to the acquisition of 80% of the investment in the PPP student accommodation project at University of Edinburgh.
Services Provided
The Advisory Services and Whole Life Cost Consulting teams of IPSL worked together to deliver the services to SCM. Both departments had delivered the same role previously on the Project Crowd (acquisition of investment from Balfour Beatty Investments on the Victoria Hospital, Kirkcaldy).
The Project comprises two sites (Holyrood North and Holyrood South) and provides 1,180 bed spaces for postgraduate students. Financial close was reached in June 2013 and the project has a 50-year operational term.

The Challenges
The key challenge faced on the Project was the limited timescale to undertake the review and provide the report to enable SCM to obtain credit approval to proceed with the acquisition.
The review was undertaken over a three-week period from start to finish. This included initial review of the documentation to establish a gap analysis, followed by reviews of the information to allow a site visit to be held which would result in meaningful discussion on the day. Given the short timescale involved, the provision of information from the existing equity investment party had to be managed well to ensure the reports could be provided to SCM to allow the final offer to be submitted. Due to the information coming from a number of parties, this led to assumptions needing to be made. This related to the provision of the Building Control Completion Certificate, which the parties were having problems locating.
The Outcome
The final outcome of the Project resulted in SCM acquiring 80% of the investment in the project. This is the first student accommodation project within the SCM portfolio.

CASE STUDY: Highways DBFO Project
Introduction to the Client
The Client, a significant investor in UK PFI / PPP sectors, was seeking support in relation to a large Highways DBFO in England. The Project itself, a major 3 and 4 lane motorway trunk road, with sections aged in excess of 40 years since construction, comprised over 4m sqm pavement, 300 structures and 30,000 ancillary assets.
The Opportunity
The Client appointed IPSL to support a detailed exercise to appraise inter-alia; the appropriateness and composition of its forecast Major Maintenance profile.
The Client wished to better understand the appropriateness of the existing major maintenance forecasting practice, the general adequacy or otherwise of the major maintenance funding and the potential alternative approaches that may be taken to improve the Project's Major Maintenance forecasting efficacy.
The Challenges
IPSL and its client were required to establish limitations to existing practice, and seek to provide potential solutions to ensure its continual development and improvement.

The Review comprised the compilation of varied disparate data sets and the production of a bespoke, detailed and comprehensive Major Maintenance Expenditure model ("the MMEM"). The MMEM encompassed extant client records, inventories, and asset durability records, and external data from various reputable sources including; other DBFO highways schemes, published industry information and road / asset performance data.
The Client's management team formed an effective working team with IPSL which has extensive experience in producing whole-life dynamic cost models across many infrastructure sectors. This team has exploited the inherent engineering knowledge and considerable data of the client's management team, the modelling expertise of IPSL and also drew on external expert support and research to calibrate and verify data sources and assumptions.

The outcome of the exercise was the construction of a clearly structured, powerful and dynamic asset-management tool. The model, purpose built to ensure flexibility and to allow updating as an ongoing tool, consisted a full whole-life cost analyses of the disparate assets comprising the Highways DBFO project.
It provides clear auditable intelligence, inclusive of handback compliance forecasting, sensitivity / scenario modelling capability, and "live" works completed to date analysis.
Bespoke designed to suit the characteristics of the individual Project, the MMEM improved the client's reporting ability, providing a consolidated information source of clear, robust and auditable information. Utilising the same to demonstrate and implement an informed operational and handback strategy, IPSL was able to support the client in achieving increased stakeholder confidence in the management and implementation of its asset management strategy.

CASE STUDY: SPC Company - North West, England
Introduction to the Client
IPSL Limited was appointed by a Special Purpose Company ("SPC") to provide Project Management, Employers Agent and Quantity Surveying services to deliver planned maintenance replacement works.
The above-mentioned services are delivered within a live high security facility.
The Opportunity
The facility is a high security prison in the North West of England. The SPC has been operating more than 15 years, with the level of planned maintenance increasing to a significant volume and value.
Following the liquidation of Carillion in 2018, the SPC made the decision to deliver planned maintenance works directly, and engaged IPSL to manage the process. The IPSL Team is made up of a number of staff that have extensive experience working in this environment.

The Challenges
There are two key challenges faced on this project.
The facility is a live building and is in use 24 hours. Careful planning, client and building user liaison is essential to enable planned maintenance works to be carried out without causing disruption, whilst enabling the works to be carried out as safely, efficiently and economically as practicable in the building environment.
The facility is also subject to a very high degree of security and confidentiality. This imposes numerous constraints on the release of information to contractors (for example, the facility cannot be explicitly identified and, contrary to normal practice in the industry, the amount of drawn information that can be released is extremely minimal), security clearance is required to handle and view such documentation. This either restricts the staff and contractors used to a very small pool who already have that level of clearance, or puts severe restrictions on the use and operation of those contractors who do not have it.
The Outcome
The outcome is the continued successful delivery of the planned maintenance works for the client, with minimal impact on the building user and on operations.
