A case study detailing the construction of a Psychiatric Intensive Care Unit.
Description of the Works
This award-winning partnership comprised the delivery of a £2.4m construction project – the largest variation ever to be undertaken on the site – which saw a Psychiatric Intensive Care Unit (PICU) developed in 2018 to meet demand from the local community.
Services Provided
The Trust is a long-standing client of Town Hospitals (North Staffordshire Combined) Limited (THC) – a client of Imagile Infrastructure Management Limited (IIML) – with the initial PFI contract first being signed in 1999. A wide range of services have been provided since that time, with Imagile Professional Services Limited (IPSL) working in partnership with the Trust and other key stakeholders including the site’s current FM provider, Serco.
At the start of 2018, the Trust and THC, via IPSL, were in the process of delivering the construction work for the PICU with phase 1 completion due in March 2018. Red Tree Building Consultancy (RTBC) were also appointed as the principal contractors for the project.
Key Challenges
A significant problem with the Trust’s former Facilities Management provider in early 2018 had the potential to disrupt the project timescales. The need to appoint a new FM provider was quickly established.
Ensuring minimum disruption to the hospital’s day-to-day operations was also a key priority and all work was commissioned on a phased basis. IPSL played a key role in managing communications between various stakeholders, with RTBC heavily involved too.
Solutions Provided
Effective partnership working was integral to managing the situation with the FM provider, and all parties involved in the project demonstrated flexibility and agility to deal with the challenge.
IPSL handled the complex process of finding a replacement FM provider and delivered this with no loss of jobs, no loss of service, not a single performance deduction and no loss of value to the project.
Despite the potential problems associated with the transfer of FM provider, IPSL and RTBC were able to complete the project on time and in budget.
